Montana Public Works Standard Specifications
The City of Billings has adopted the Sixth Edition of the Montana Public Works Standard Specifications (MPWSS), dated April, 2010. In addition, the City’s Standard Modifications dated February 2018 have been adopted for all work performed within the City of Billings right-of-way.
The MPWSS can be purchased from the Montana Contractor’s Association or are available for purchase at the office of the City Engineer at:

Standard Modifications
The Standard Modifications are available at the Office of the City Engineer. The February 2018 version of the City of Billings Standard Modifications supersedes all previous versions, and they will be utilized for all City of Billings projects and public right-of-way permit work until a successive version is published. Best Management Practices (BMPs)
The EPA defines a BMP as a "technique, measure or structural control that is used for a given set of conditions to manage the quantity and improve the quality of stormwater runoff in the most cost-effective manner.” BMPs are used to control stormwater runoff, sediment control, and soil stabilization, as well as management decisions to prevent or reduce nonpoint source pollution. BMPs are required construction practices for commercial, industrial and residential construction, no matter how big or small the project.
Below are commercial and residential handbooks to help determine the types of BMPs necessary for your project.

These handbooks are also available at the Building Department located on the 4th floor of the Library at 510 West Broadway or at the Public Works Department located at the Depot on 2224 Montana Avenue.
Noise Ordinance & Waiver Policies Information
In May of 2013, the City Council amended multiple provisions of the Billings Municipal Code concerning Noise. The entire text of Ordinance 13-5603 (PDF) is available online. This ordinance modified acceptable noise level (decibel) limits in different zoning areas, and set specific daytime (7 am to 8 pm) and nighttime (8 pm to 7 am) noise level limits.
As a general rule, any lawn or grounds maintenance activities, and construction or building activities are exempt between 7 am and 8 pm, and are not subject to any noise level limits.
Special Events
The City Council also authorized noise waivers for special circumstances where an event would fall outside the exempt time period, such as construction activities before 7 am, or an outdoor concert that went later than 8 pm at night. Complaints
Noise complaints are addressed by the Billings Police Department. Any citizen noise complaint should be reported to the Billings Police at 406-657-8200.
Established parade routes
City Code Section 24-503 establishes three allowed parade routes for the City of Billings.
Downtown Parade Route
- Staging area. Staging shall be conducted on Third Avenue North between North 22nd Street and North 27th Street.
- Route of travel. Route of travel shall commence from the staging area and travel west on Third Avenue North to North 32nd Street; then travel south on North 32nd Street to Second Avenue North; then travel east on Second Avenue North to North 28th Street.
- Disband area. Disbanding shall be conducted on North 28th Street between Third Avenue North and First Avenue North.
Downtown-Daylis Parade Route
- Staging area. Staging shall be conducted on Third Avenue North between North 22nd Street and North 27th Street.
- Route of travel. Route of travel shall commence from the staging area and travel west on Third Avenue North to division; cross division on to Clark Street; then travel west on Clark Street to Third Street West; then travel north on Third Street West to Daylis Stadium.
- Disbanding area. Disbanding area shall be conducted at Daylis Stadium and Third Street West.
Heights Parade Route
- Staging area. Staging area shall be conducted on Wicks Lane between Kelby Drive and Lake Elmo Road.
- Route of travel. Route of travel shall commence from the staging area and travel west on Wicks Lane to High Sierra Boulevard.
- Disbanding area. Disbanding area shall be conducted at Wicks Lane and High Sierra Boulevard.
